Right mouse click on your start orb, click settings, select Taskbar label, click Customize taskbar to enable the changes, then go to Taskbar texture, click at the end of the line, browse to the folder where you saved your taskbar image to load.

They serve the mech commanders called headdliners and are not human, but artifical humanoid creatures. One of my favourite mortar headds is the Bang Doll item/70932 and Ssizz pilots one of these.
