I love Zoe, and I KNOW she was absolutely not planned. Chloe from the beginning was planned to be the Bee Miraculous holder. Her outfit, her status as a "Queen Bee" character, etc. I remember being excited seeing all the theories about it when the show was just airing.
I think because Chloe didn't learn her lesson. If it didn't happen here it would have happened at another time. She needs the attention and admiration of being Queen bee, that's why even after her identity was exposed she kept telling people, kept reminding people that Chloe bourgeois is Queen bee. So her betrayal would always follow.
