You may say to someone "You can whistle for it all you like but no servants are going to come and do it for you." This could be abbreviated to "You can whistle for it." However we would have to investigate in depth to be sure this was the origin.

A dog whistle wording uses allusions allowing to mean things without saying them explicitly. So one can say evidently racist stuff without saying a bad word. I don't know of a French equivalent expression. I would say: "Un discours allusif" or "par allusions".

The author of that sentence thinks it's clever to point this out despite the fact that they have used "whistle" in the phrase so it's quite obvious that it is the whistle that is used in the well-known phrase.
