Quan-Chi and Ermac are very popular fighters, but their importance to the main story made it very strange that they weren't in the base roster, causing many to believe they were cut and turned into DLC.

By searching the roms for the text that was supposedly displayed in the method you would to find such a thing, you will discover that it is not there, thus proving the story is fake.
