Needle felting at a glance: Basically, you place your cookie cutter on top of a piece of thick foam or felting pad. Thin out some wool and put a layer of that inside the cookie cutter. Then, stick the special needles into the wool and back out. Repeating until the fibers begin to get tangled together.
