The only reason Sonic's arms are tan in the games is because it was hard to see his arms against his body on the sprite in the genesis games. It just stuck. For the movie, it would give the animators more range of motion to make them blue and slide on his body instead of tan. Just look at edits of them tan instead of blue. It looks weird.
But like most of the people here said; it’s most likely his autism at play here. Autistic people can be resistant to change. This instance is a text box case of an autist not being comfortable with something changing, as before then Sonic has been depicted with flesh colored arms
