Licence to Kill really doesn't show this in a flattering light, considering the number of innocent people who end up dead because of Bond's vendetta. Worse, Bond foils not one but two plots by other good guys against Sanchez' operation, one of them from fellow British agents who are all killed in the process, demonstrating one of the dangers of acting alone rather than through regular channels.
