Normally these two strings are not adjacent strings, instead you skip one string and play licks e.g. on the D- and B-string (as in the video examples below), or on the G- and high E-string.

These are gorgeous songs, sung in a voice that sounds like it’s lived a life that’s full, and the character songs – which Knopfler has excelled at since Sultans Of Swing – are as poignant as ever. This is the C shape played rooted from a D, but using all 4 fingers to transpose the whole shape up a full tone. You also let the high E string ring up, this is the add2 note.
