Good question! Think of the words "social chaos", and this properly describes life without a social contract. We would be living like animals, with unlimited natural rights, yet seeing a common occurrence of people taking other people's natural rights away, whether it be through stealing, cheating, or even killing them.
In that case, the core team or the group of people who join the team in the beginning should create a social contract. This core team should also ensure that every time a new team member joins them, they are given a walkthrough of this contract by other team members. They should also feel safe in reviewing and contributing to this contract.
