The authorities, uncertain about where such protests might lead, attacked the protest and then passed a series of laws, the Six Acts, to crack down on protests. The labour movement was not deterred.

And that’s true, it does have a radical history, but it also had two quite long periods of Conservative political dominance, in the late 19th century and between the two World Wars in the 20th century.
