I'm pretty sure OP is asking for games that have lots of mods you can add through the Steam Workshop to drastically change the experience. Skyrim and Starbound by themselves are pretty standard games, but they have very dedicated modding scenes that allow you to expand the games by adding nearly any features you can think of.
