Website : Open World Leadership Center. BIOGRAPHY. James Billington served as the Librarian of Congress in Washington, D.C., from 1987 to 2015. He earned his doctorate from Oxford University, where he was a Rhodes Scholar at Balliol College, and is a former professor of history at Harvard and Princeton universities.
James Hadley Billington was sworn in as the Librarian of Congress on September 14, 1987. He is the 13th person to hold the position since the Library was established in 1800. Billington was nominated by President Ronald Reagan, and his appointment was unanimously approved by the U.S. Senate.
