Yea, prepare for war is pretty useful, you just used it wrong. I guess so. It's to overcome -20 attitude towards enemy. Bad planning is bad, learn your lesson, don't blame the game. Sure it's bad planning when the big button that says prepare for war gives no explanation other than the title.
Most importantly it gives the AI +20 reasons to accept your call to arms for a war. But it also means that: they won't declare any war of their own, they'll raise maintenance, they activate forts, and they stop drilling. Just found out. +20 reasons to go to war so they have a higher chance to accept call to arms.
