So Midnight Heat AKA Blackout 1996 has some odd plot assumptions but the story line is consistent and the characters consistent if crazy throughout. The hero and heroine have an odd chemistry but it works well enough and is fun. You can watch much higher grade action but not necessarily have more fun.
