Wigan is part of the historic county of Lancashire. Wigan was in the territory of the Brigantes, an ancient Celtic tribe that ruled much of what is now Northern England. The Brigantes were subjugated in the Roman conquest of Britain and the Roman settlement of Coccium was established where Wigan lies.

The ONS identify the Wigan Built-up Area as the western part of the district, as well as Skelmersdale and Upholland in West Lancashire, with a population of 166,840. It considers towns in the east of the borough, Hindley, Leigh, Golborne, Atherton and Tyldesley to be part of the Greater Manchester Built-up Area .
