Although Julie was amused hearing Frank and Barnaby interacting with each other, she sometimes defended Frank from Barnaby's mean comments when Frank wasn't around. Despite all this, they still played together and Barnaby partaked in Julie's crazy ideas.
Frank and Julie were best friends. They were often depicted hanging out together in official media. He served as her comedic foil. Julie found Frank's cranky demeanor amusing. Julie was very kind to Frank, which he greatly appreciated.
Frank would be partnered with Julie as the straight man in various skits, merchandise and advertising, and in the song, “The Fun in your Frown.” (Lyrics uncovered, no track found.) In the storybook record, "Happy Haunting to Boo and Yours," it is implied Frank and Julie could be a couple.

According to uncovered scripts, Julie was a rainbow monster that was said to have come from deep within the forest that surrounded the outskirts of Home. She lived with her family in a cave at the top of a mountain, but she sought out a life of her own and moved away.
