A Victory Lap allows Isaac the opportunity to start a new run with almost all of his final items after killing The Lamb in Dark Room; after it dies, a context box appears, giving Isaac the option of starting a Victory Lap or not (this option is only given once per run).

RERUN is a menu option in added in Afterbirth †, unlocked after completing RERUN (Unlocked by completing 3 Victory Laps in a row). After winning a run, the Continue option in the main menu will be replaced by RERUN.
It sets you to the first floor with (almost) all your items. You can go to the Lamb again and start a new lap, and this can keep going for as long as you'd like. As you go on, Hard Mode is enabled if it wasn't already, and then you'll turn into the Lost at a certain point.
