Still, some students asked me if they could say "on the winter holiday "or "in the winter holiday".

  2. Both the phrases “on winter” and “in winter” are correct and acceptable to use in a sentence, but they have different meanings. “In winter” refers generally to winter the season, whilst “on winter” refers specifically to more than one occurrence taking place in winter.

Instead it's more a stylistic choice based on what "sounds good" in a particular sentence:
