Blowing your nose in public or at the office, would be a definite no-no for most of us. We would much rather sniff, till we reach a toilet or somewhere more private, before we blow our nose. Obviously, there are some exceptions, but in general, most Indians find blowing one's nose in front of others very inconsiderate. We Got to Talking.

No, some people so it in the middle of class, no one cares. No, especially in winter it's completely normal. Probably shouldn't do it if your standing close to someone, but otherwise no one cares. I'd say somewhat rude, it's kind of expected to hide yourself when you blow your nose or not make it loud.

Depends on where you’re at in public. The work “public” is very broad and can mean many areas. If you’re blowing your nose in front of someone, then yes. Blowing your nose in front of someone especially directly in front of someone is considered extremely rude by most people and also in many cultures.
Blowing your nose in Spain is not rude. Compared to the people you come across in the street hacking up the contents of their lungs, it is nothing.
