It presents the government as oppressive and manipulative--getting the “trash” people hooked on drugs, which leads them to getting into debt, being unable to leave, and eventually needing to turn to either military service or volunteering for experiments in order to have a chance to escape. Our heroes beat them up.
Orga, after serving in the army, lives in the lawless area with his sister Harika and their friend Nick where they collect trash to trade for money. However, Nick, desperate to escape the trash town, sells Harika for money in a moment of weakness.
