A smart city may be considered as an assemblage of technologies such as information and communication technologies, infrastructure, smart transport, and e-governance to increases competitiveness and administrative efficiency, as well as social inclusion.
The People Centred-Smart Cities flagship programme supports national and local governments with their digital transition, applying a multi-level governance strategy to help build skills and capacity to develop, procure and effectively use digital technologies in an ethical, inclusive and sustainable way to make sure that no one is left behind.
Programme Goals. The main objective of this flagship programme is to make urban digital transformation work for the benefits of all, driving sustainability, inclusivity and prosperity and the realization of human rights in cities and human settlements.
People-centered smart cities leverage data, technology and services for common good, delivering the inclusive and sustainable cities that are needed in the 21st century. However, the backdrop of today’s smart city is complex for many national and local governments.

Cities are made of people, by people and for people. Sustainable measures will have to make sense to inhabitants of cities, making their life more liveable.
