When Utopia opens, the character Thomas More is in the Netherlands, serving as an ambassador sent by King Henry VIII of England to hold negotiations concerning the English wool trade. More then travels to Antwerp, where he takes up residence and befriends an honest, learned citizen of that city named Peter Giles.

Utopia describes an ideal island nation from which the novel receives its name. More combines various elements from philosophical dialogues (such as Plato’s Republic) and New World travel literature (such as the pamphlets of Amerigo Vespucci) to frame the discussion.
The capital city, Amaurot, is located directly in the middle of the crescent island. Each city has not more than 6000 households, each family consisting of between 10 and 16 adults. Thirty households are grouped together and elect a Syphograntus (whom More says is now called a phylarchus ).
Sir Thomas More was the first person to use the term “utopia,” describing an ideal, imaginary world in his most famous work of fiction. His book describes a complex community on an island, in which people share a common culture and way of life (“16th Century Dreams: Thomas More”).
