I don't think there is a real Silent Hill 3 Enhanced Edition like Silent Hill 2 for PC. here are Mods for the PC Version: https://www.moddb.com/games/silent-hill-3/downloads. Not really, not like SH2 does, and that's not official or 100% complete. PC only obviously.

EDIT:Still works in 2022! Intended for Windows 10, not tested on Windows 11. EDIT 2:According to MarioTainaka, Steam006's fix has been 'overhauled'. Have not been able to confirm yet, but may affect the installation process below which was written using Silent Hill 3 Pc Fix 2.0.6. I'll look into it when I have time.
