William Orland Kilmer Jr. (born September 5, 1939) is an American former professional football player who was a quarterback in the National Football League (NFL) for the San Francisco 49ers, New Orleans Saints, and Washington Redskins. He was also used as a running back and wide receiver.

Kilmer led the nation in total offense (1,869 yards), was fifth in punting average (42.3), seventh in rushing, and 19th in scoring. He ran for eight touchdowns and passed for eight. The Associated Press named him Back of the Week twice, and he was All-America.
Billy Kilmer was the first true starting quarterback and leader of the New Orleans Saints franchise, joining the team in 1967 from the San Francisco 49ers. He played for the Saints until 1970, when he engineered a final minute drive for Tom Dempsey's record-breaking field goal, and later led the Washington Commanders to a Super Bowl.
