Twenty six years later, the Convention for the Protection of all Persons from Enforced Disappearances was adopted by the UN General Assembly on 20 December 2006. It is the first universally binding treaty that defines enforced disappearance as a human rights violation and prohibits it. The convention entered into force on 23 December 2010.
Article 1. No one shall be subjected to enforced disappearance. No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as a justification for enforced disappearance.
