Serenity was still pretty young on the moon. It’s possible she would’ve eventually become Sailor Moon. Her mother had the crescent wand implying that she was Sailor Moon at the time but potentially she would’ve handed it down to Serenity. It also explains Chibi Moon.
I read a fic where this happened. In the fic, I'm pretty sure Mamoru remembers his past as Endymion from the very beginning. I think Beryl still loved Endymion, but she captured Sailor Moon instead and brainwashed her. It lasted for a chapter or so. Not sure if I can share it here because I think it has smut scenes.
