The Genius of Qyburn. On my recent rewatch and reread I found myself REALLY appreciating Qyburn, not only for himself, but the way he showed us other sides of other characters, like Cersei. If we had to build a good to evil moral graph, against chaotic to good - it would be like he's lawful evil or chaotic good or neutral good or neutral evil.
In S7E4 - The spoils of war - we see Jaime's returning army carrying Qyburn's scorpion. This clearly shows they were anticipating/expecting dragon's attack at some point. Yet, there were absolutely no organized efforts to fight of the dragon when it showed up.
Qyburn was kind of cast out for medical experiments, so anything Sam would have thought to try beyond what he found would have resulted in the same. Mad scientist wasn't exactly his goal.
