In my opinion, I think Miss Hudson likes Sherlock romantically, but she doesn't tell Sherlock her feelings, because she knows that Sherlock would reject her, she must know that her feelings are not reciprocal for Sherlock.
Regardless of whether or not Sherlock said that he didn’t believe it at the time, in episode 10 Sherlock is beside himself trying to figure out who set up the murders. He then says to himself something like “if i had accepted the deal, what would’ve happened?”
