The pattern will often specify "slip the first stitch purlwise" before continuing with the regular stitches. Other times, patterns just begin each row with sl1 (the abbreviation for slip 1 stitch).

Generally, you will decrease on either side of a knit row, so you will decrease two stitches per row, and then purl the next row without any decreasing.
