I just completed the blood moon event (in Winter). I think I can help provide some insight (spoiler warnings). Check the pier for a ghost ship. There you should find a ghost captain! He'll task you with helping two ghosts who have each lost items. In return, the ghosts give you a note. Return both notes to the ghost Captain for your reward!
