One of the best of the In the Line of Duty series has Dabney Coleman as an evil IRS agent (is there any other kind?) who stages a series of kidnappings of small children from wealthy families for the ransom. He goes head-to-head with Timothy Busfield as an FBI agent with an attitude and marriage problems. The cat-and-mouse games are fascinating.
