Toy Story 2 was oorspronkelijk bedoeld als een direct-naar-video -vervolg op Toy Story. Disney gaf Pixar de opdracht voor een 60 minuten durend verhaal. Disney was echter zo onder de indruk van wat Pixar had gemaakt, dat ze besloten van Toy Story 2 toch een bioscoopfilm te maken. Het verhaal werd uitgebreid naar 90 minuten.
