In order to access it, you will need to input the code. Input the code 97264138 on the keypad located at the right side of the vault doors to open the bunker.
first get a hook, then go to the little window on the top of the entrance, and grab the keycard inside with the hook, bring it up and equip it, use it on the first keypad. (yes thats right, first.) then use a password changer on the second door, set it to whatever you want. (it MUST be 5 digits) and boom. you have entered the bunker. 1.

You should notice a door with a numerical pad next to it, walk up to the numerical pad. Put the code 545684237785 in the numerical pad then press 'enter', which will open the door (if inputted correctly). Enter the missile silo room then walk forward until you see a left-hand turn, turn left and enter the room.
