She Is a Phantom is a decent enough piano driven album from Budd; I wouldn't say it can compare to any of his true solo albums hoverer it's of a similar ilk. Once again Budd embraces the spoken word although it's is not as effective as By the Dawn's Early Light and musically this album isn't quite so dark either.

Harold Montgomory Budd (May 24, 1936 – December 8, 2020) was an American music composer and poet. Born in Los Angeles and raised in the Mojave Desert , he became a respected composer in the minimal music and avant-garde scene of Southern California in the late 1960s, and later became better known for his work with figures such as Brian Eno and Robin Guthrie . Han virket fremfor alt fra 1960-årene og samarbeidet fremover med blant andre Brian Eno og Robin Guthrie. Budd utviklet det han kalte en «soft pedal»-teknikk for piano.
