To Mega Evolve a Pokémon, you must first have the Mega Bracelet item, and then find the corresponding Mega Stone. In addition to the Mega Stone, Rayquaza needs to know Dragon Ascent to be able to Mega Evolve. Type :
you don't need a fairy type just to progress (a really strong ice beam on the right pokemon can one-shot rayquaza) but i personally recommend one. you do need to be prepared for a switch though, if you select a really strong move your rival may swap out for another pokemon.
