Leo Thomas McGarry is a fictional character of the NBC political drama series The West Wing, portrayed by American actor John Spencer. McGarry was the former Secretary of Labor, former White House Chief of Staff , and Senior Counselor to Democratic President Josiah Bartlet , Democratic Vice Presidential nominee for the 2006 election.
