You can create a party with less than 8 characters using a button located in the top-right in Character Select. Fixed Party will unlock everyone, and it doesn't actually lock after starting. Update 2 characters will show up in NPC interactions instead of defaulting to Freddy.
The Party Creation menu, or Character Select, is a menu where the player can select two sets of four characters to go through the FNaF World with. There appears to be multiple choices within the Party Creation menu. The player can select all 48 characters in the game.

If you want a perfect party, you have to map it around your playstyle. Kill them quickly? Use statistics but guarantee the win? Personally, I use Endoplush Phantom Puppet Nightmare Spring Bonnie for my team one.
