Eiyuden tier lists are a little weird, due to non-linear level scaling, I feel like it almost warrants 2. One for the main story playthrough (pretty much levels 1-60, no access to best runes and accessories) Then another that encapsulates everything beyond the credits/post game. Like in context I can see this list is factoring the end end game.
