Operation Dark Winter was the code name for a senior-level bio-terrorist attack simulation conducted on June 22–23, 2001. It was designed to carry out a mock version of a covert and widespread smallpox attack on the United States.
The first such exercise of its kind, Dark Winter was constructed to examine the challenges that senior-level policy makers would face if confronted with a bioterrorist attack that initiated outbreaks of highly contagious disease.

Dark Winter 2001 During June 22 and 23, 2001, less than three months before the 9/11 attacks, the Pentagon launched a war game code-named Operation Dark Winter at Andrews Air Force Base that emphasized the military’s earnest commitment to bioweapon vaccines. Robert Kadlec, the lead organizer of this pandemic simulation, also coined its code name.
The Dark Winter scenario ended after projecting the number of cases six weeks into the outbreak; but participants asked for longerterm projections. O’Toole estimated the darkness would extend well into spring, with 3 million infected, 1 million dead, and no end in sight.
