Overview. The Dark Winter exercise, held at Andrews AFB, Washington, DC, June 22-23, 2001, portrayed a fictional scenario depicting a covert smallpox attack on US citizens. The scenario is set in 3 successive National Security Council (NSC) meetings (Segments 1, 2 and 3) that take place over a period of 14 days.
Dark Winter 2001 During June 22 and 23, 2001, less than three months before the 9/11 attacks, the Pentagon launched a war game code-named Operation Dark Winter at Andrews Air Force Base that emphasized the military’s earnest commitment to bioweapon vaccines. Robert Kadlec, the lead organizer of this pandemic simulation, also coined its code name.

The first such exercise of its kind, Dark Winter was under-taken to examine the challenges that senior-level policy makers would face if confronted with a bioterrorist attack that initiated outbreaks of highly contagious disease. O'Toole and I spent 6 months working together on Dark Winter, and I want to talk just briefly about the two most important lessons I got out of Dark Winter. As a military officer, I did not think I would ever sit here and say that public health infrastructure is nearly as important to national security as the Department of Defense is, but I truly believe that today.
