i have the same exact issue, seems that gfwl is disabled on win 11. even 3.5.95.0 version that is supposed to work. back when i had win 10 i used https://community.pcgamingwiki.com/files/file/1012-microsoft-games-for-windows-live/. and it would work fine, now it doesn't work at all with win 11.
