Mako's Two-Star uniform is a reference to Jōtarō Kūjō's outfit, from the Jojo's Bizarre Adventure manga and anime series. The hat is a notable part of the uniform, as Mako’s hair appears to be attached to the hat.

You're not the first person to think that Mako's uniform was based on Jotaro's. Jotaro himself is based on the Japanese trope of the Banchou ( a leader of a gang, usually of high school age.) For reference notice the hats on the characters, this manga came out in the late 60s.
