It has since broadened its focus and comprises institutions of many different scopes. It is the only public university system in the state without a flagship university.

The Texas State University System, founded in 1911, is the first higher education system established in Texas. Created to consolidate the support and management of state teacher colleges, the System has evolved into a network of higher education institutions stretching from the Texas–Louisiana border to the Big Bend region of west Texas.

History. 1879. On April 21, the anniversary of the Battle of San Jacinto, Governor O.M. Roberts signs a bill establishing the Sam Houston Normal Institute. 1899. On May 10, the Legislature creates the Southwest Texas Normal School in San Marcos. The school opened its doors to 303 students four years later. 1909.
