Sir Arthur Alexander Foulkes, ON, GCMG (born 11 May 1928) is a politician who was the ninth governor-general of the Bahamas from 2010 to 2014. Foulkes was elected to the House of Assembly in 1967 and served in the government of Lynden Pindling as Minister of Communications and Minister of Tourism.

Por un lado aparece el Foulkes fiel a la teoría psicoanalítica y por otro lado, el Foulkes radical, más vinculado a los elementos sociales. En cualquier caso, Foulkes representa el punto revolucionario de unión entre la visión más biológica y la más social del ser humano.
