He was a controversial figure who faced pressure from the Soviet authorities and competition from Ulbricht in the Communist Party (SED).
En abril de 1946 el partido socialista (dirigidos por Otto Grotewohl) y el comunista (Wilhelm Pieck) se fusionaban en la Alemania oriental dando paso al Partido Socialista Unificado (SED), saliendo victorioso en las elecciones de otoño obteniendo un escrutinio del 70%.
