El grupo fue fundado en 1982 por Ralf Dörper, miembro de la banda alemana Die Krupps. Para ello convocó a Andreas Thein y la vocalista Susanne Freytag. Más tarde incorporaron al músico y compositor Michael Mertens y a la cantante Claudia Brücken.

Propaganda is credited for remixing Holly Johnson's single "Dancing with No Fear" (released 2015), on which Michael Mertens and Ralf Dörper also played a synthesizer. On May 17 2024, Propaganda with members Mertens and Dorper, released a new track, "Purveyor of Pleasure", featuring Thunder Bae on vocals.
