Flag of convenience (FOC) is a business practice whereby a ship's owners register a merchant ship in a ship register of a country other than that of the ship's owners, and the ship flies the civil ensign of that country, called the flag state.

What are FOCs? A flag of convenience ship is one that flies the flag of a country other than the country of ownership. The ITF takes into account the degree to which foreign owned vessels are registered and fly the country flag, as well as the following additional criteria, when declaring a register an FOC:
