Walters was born in the Welcome Inn, between Llangyfelach and Mynydd-bach, in south Wales, to nonconformist and Welsh -speaking parents, Thomas Walters (1861-1946) and Elizabeth (Thomas) (1866-1942).

Evan Walters (1893–1951) Glynn Vivian Art Gallery. Painter, born in Mynydd Bach, near Swansea, who grew up in Llangyfelach, Glamorgan. In 1906 he was apprenticed to a decorating firm in Morriston, from 1910–13 attending Swansea School of Art.

Around 1936 a theory of perception developed by Welsh artist Evan Walters (1892–1951) saw him incorporate a double vision image into his artworks; in his flower still life paintings early richly coloured or bold arrangements move through a fuzzy effect phase, akin to early television but in colour, and then finally an alternative to Cubism.
