My reasoning for this is simple, he has onlt shown COO and COA. And yes hia fruit are overpowered but advanced Haki is a must to be Yonko tier. In order to be Yonko level you need at the very least AcOC + AcOA. Teach so far has not shown those and give he takes 2X the damage then FS should be also a must for him.
