The monkey was part of a movie that was animated in-universe. That’s it. As far as we can tell dogs are the only animals in Bluey who are sentient, so naturally you're not going to have neighbourhoods of non-sentient wallabies or whatever. Dogs could still be depicted as belonging to different races.
Cats are just regular cats I think. In the "Shops" episode Bluey and her friends set up a shop that sells things for kittens and one pretends to be a kitten owned by one of the dogs. They mention cats in the Copycat episode, saying probably a cat hurt this bird. So they're probably at least wild, probably pets, too.
